[Vector Embeddings] Automatically disable after X tries #166

Is your enhancement related to a problem? Please describe.
If the search vector creation or summary fails a few times, we could automatically disable that feature. Given that people may run out of credits, this could be a much nicer experience than just having it fail.
We could just add a transient with a specific TTL, and every time it fails, we increase the counter in the transient. If it hits a threshold, we disable the feature with a filter on the option.
