Add the ability to use local `optimization_config.json` when build filters

At the moment it is impossible to check the optimization result before uploading the changes to the server.

Add an option to use remote or local optimization_config.json.

@Alex-302, I have a question about the issue description.

Current work:

• FiltersCompiler: Add the ability to use local optimization_config #275
• FiltersRegistry: Local downloading of optimization statistics for the build FiltersRegistry#1186

Two things I'd like to confirm.

1. In the FiltersRegistry PR, running --generate-cache also saves the optimization config locally, and running --use-cache loads it from there instead of fetching remotely. I wasn't sure whether a separate option to explicitly trigger a remote download of the optimization config is also needed, or if falling back to remote when --use-cache is not set is sufficient.

2. I'd like to confirm that optimization_config.json in the issue description is an umbrella term referring to both percent.json and the per-filter stats.json files. In the PR, both are handled separately for local loading - I want to make sure this matches the intended scope.

Also, the source of the optimization_config.json is https://github.com/AdguardTeam/FiltersRegistry/blob/master/optimization_config.json, right?

@adguard/filters-compiler is set to
AdguardTeam/FiltersCompiler#local_optimization_config in package.json.
This requires dist/ to be committed to the branch, as GitHub shorthand

The commit 6507dd5 bad missed GitHub shorthand. I'll replace it from portal:../FiltersCompiler.

I checked that it works in my local environment with GitHub shorthand dependence, but it fails remotely 🙁

I will look for the reason.
