Include Windows package in releases

As we have the Github CI action to build them now, they should be included in at least the stable releases for convenience.

We can compile the binaries, but the package as a whole isn't done yet. I struggled to get them working together without needing to also change the Makefiles, install stuff like the msys2 shell. Until this is ready as a package for users, this will only create much confusion and people opening issues that can't get it to work on Windows.
