Feature: Install AKS GitOps (ArgoCD) extension for team/member clusters #128
Description
As a platform operator, I'd like to have ArgoCD installed via the official extension every time a new team cluster is spun up so that I don't have to maintain the security patches/updates and automatically get the security integration features provided from Microsoft.
Practically, this should be implemented using ASO v2's Kubernetes extension configuration on every new cluster provisioned via CAPZ. CAPZ can still utilize the helm addon for the initial ArgoCD App of Apps cluster bootstrap configuration (it no longer does the ArgoCD install).
