Helm charts structure and GitHub workflow charts releaser needs better structure

The initial setup of the Helm charts directory structure and the related, separate GitHub charts releaser files can be cleaned up and optimized further.

• Create a single GH Workflow Chart Releaser that triggers upon a change of a Chart.yaml file. Only re-releasing changed charts.
