[Feature] Artifact Streaming support for Node Auto Provisioning

Initially we provided support for Artifact Streaming #3928 by default in NAP (see Artifact Streaming Support · Issue #266 · Azure/karpenter-provider-azure). We disabled in NAP in early Fall to resolve a latency regression. This regression is now resolved.

This workstream is to add optional support for Artifact Streaming through the AKSNodeClass CRD.

Status: Backlog
