Add language selection component

Add language selection component based on a config file to define what languages are available. For the moment English, Dutch and French translations should be available in the old code.

This language selection is for the interface only. Not for the content of the search component or the preview of the badge.

One dropdownlist holds all the possible languages
We could give a list of all langauges or just base it onto 
the data store item of languages (where we keep all translations).
That way only one list of languages needs to be kept
