Fair lotteries for participatory budgeting

This paper extends the PB model by considering lotteries over discrete PB outcomes. Is there a way to combine this extension into pabutools?

There is definitely a way to add that yes but I would take some work as the basis for lotteries are not yet in the pabutools.
