Negative productivity produces wrong calculations

Problem Description

Negative productivity (for example from Cerys overclock modules) eg -5% results in planner calculating based on 95% output when in reality negative productivity does nothing (it won't randomly delete every 20th product or something).

Reproduction

any planner with module with negative productivity (when total bonus productivity goes below 0%)
