Return something at root

Root returns a blank page.

As any User (Developer, Data Scientist, Data Journalist) I expect to see something useful about what is at the root URL.

It could be:

• metadata, i.e., structured data about what is at the URL, ex., authors, contact info, list of routes
• redirect to API documentation
• redirect to Simple About page
