[FxPlug 4] Add ability for an EFFECT to behave like a GENERATOR/TITLE

It would be great if we could adjust the output size of a clip using an EFFECT (the same as you can with a GENERATOR/TITLE).

This would be VERY helpful for Keyframe Toolbox, so that we don’t have to add workarounds for scaling of images.
