[Maintenance]: Disable UI Comfy Features When Comfy is Disabled

What would your feature do?

All Comfy based preset categories and presets - and any other Comfy based features - should not be available when Comfy is disabled.

Proposed workflow

1. Make Comfy based Preset Categories and Presets invisible if Comfy is locked out
2. Comfy based metadata should be prevented from loading from images and logs
3. Any other Comfy based UI features should also be invisible if Comfy is disabled

Additional information

This issue is in support of the Comfy lockout imposed by the detection of legacy GPUs.
