byte to char goes wrong with encoding=ISO-8859-1 in settings.ini

21Mo project written with bouml 4.22.2 and stored with iso8859-1,
trying to open with current DoUML with the encoding=ISO-8859-1 in settings.ini,
the extended chars in the comments are read as '?'

Tried also without success :

LC_ALL=fr_FR.ISO-8859-1 douml

Still can't use DoUML 1.08 with either ISO-8859-1 or UTF-8 encoded non ascii characters, whatever I combine in settings.ini encoding and locale LANG options.
Fail with Debian sid packaged version and Debian self built 1.08 version on Qt 5.51
Am I doing something wrong ?

You are not doing anything wrong. This is an important issue and should be dealt with in code.

Non lating1 character problem is fixed with b849e7a. Project files are saved using UTF-8. So UTF-8 saved old projects expected to be opened with this commit.
@tibolpol can you test it?
