Incorrect On-chain Fee Accounting for Pending Channel Opens

Summary

Discord user ScamBronto reported seeing an unexpected 9.6M sats listed as on-chain fees, causing concern about a forced close or excessive fees. After investigation, no such fee had actually been paid.

Root Cause

CLN/bookkeeper incorrectly reported pending channel opening amount as finalised on-chain fees.

Impact

This resulted in misleading fee totals and user confusion.

Expected Behaviour

Pending channel opens should be excluded from fee.

Actual Behaviour

Pending channel opens are included in on-chain fee accounting.

I attempted to reproduce the issue on a new regtest node configured with one active channel and two pending channels; however, both the CLN application and the RTL UI show the fee correctly.

Update from the user: "My state was "Pending Opening" or something, but not "Dual Pending Open" (and I used RTL myself). Also in the Dashboard view, I didn't see any pending channels (except some scammer channels that don't publish their funding TX). Other than that it's hard to say what was going on, as CLBOSS is managing most of my node"

Unable to reproduce with single funded channels too.

I’m closing this issue as it’s either not reproducible or appears to be related to other components in the stack (e.g., CLBOSS). We can re-open it if the issue arises again.
