The spec has changed and this at-rule no longer exists. Fixes Fyrd#6906.

Maybe this should instead be renamed to "Scroll-driven animations"? |

Yeah I think it would make more sense to just rename/update this to reflect the spec's changes. |

I added a new JSON file. No support data filled in. Maybe some of the previous links should be preserved. |
