Issue with Windows 11 Installer on 22H2

We've seen a rare problem using the CANARIE CAT installer (downloaded this morning, so should be current!) this is on a brand new laptop running:
Win11 22H2 (22621.1702)
Experience Pack 1000.2264.1000.0

The user has local admin (but also tried with elevation to ensure that wasn't the problem) and fails either way.

The geteduroam app (3.2.10) works which means we can get these machines online as a workaround for now.

How to reproduce issue

From notes on the mailing list, it seems this might be the sporadic issue that users are encountering, so reproduction elsewhere may be non-trivial.

Detail of issue

If the generated XML profile files or complete log are required to assist with further diagnosis please let me know.

I would be grateful if the user could run the installer adding -DEBUG=4. This will generate a CAT.log file in the Documents directory and will also leave XML rogues in the temporary directory. The user profile will have the user password in it so do not send this without deleting. Normally this file is deleted after installation.

I'm experiencing the same issue after upgrading from Windows 10 to Windows 11 (22H2 - OS Build 22621.2283).
Configuration with CAT works perfectly under Windows 10, but no longer under Windows 11.
For comparison, you will find the logs for both OS in attached files.
