Intelligent tag_download_wind function

A common use case is that one or two staps/flight have change, shifting the entire sta/flight structure.
This function would:

1. lloop through the file and build range of time, pressure, variable, etc...
2. loop through the flight and check the same, check in the table which one is available, if not available, append to a list, if alaivlable, append to rename list
3. perform the rename, delete the non-used, suggest to download the remaining.

Trying to implement this results invariably in too complexity and the use case is so limited that I don't think it's worth it...
