There hasn't been a pip release in almost 4 years.
The pip release does not reflect changes in master and is incompatible with Python 3.7
This project is effectively no longer maintained and the repo should reflect that and recommend users to use google-cloud-storage, if that is indeed what Google considers to be best practice today.
