formatting the thousands separator

I can't set formating with thousands separator.
Locale cz-CZ

try
string format "#,##0.00" result is 1234,00
AllowThousands

the target is:
number is: 1234.567 > resulting string may be: 1 234,56
decimal separator > ok, converter culture
number decimal digits > ok, decimal digits
but thousands separator I can't set.
