Different license in LICENSE file and setup.py

setup.py indicates GPL-3 while the LICENSE file indicates Apache 2.0.

I see that the license was updated to ASL at some point from one to the other. I presume this is a leftover but I think it is worth fixing and clarifying.

On another note, the latest release on PyPI seems to be 0.0.8.

@ludvi I remember that we asked to change the license otherwise incompatible with the openEO package where it was used. Now it would be necessary to have a release on PyPi with the last version (and latest license), is it possible to create one please? See Open-EO/openeo-pg-parser-networkx#129
