setup public CI builds/tests

We currently only have an internal CI build setup based on Gitlab. We should provide a public CI build/test configuration as well

Simplest build script added. Future task for this ticket:

• Run tests
• Deploy apk to TBD
• Build documentation
• Deploy documentation
