Create use case for getting storage quota on dataset

Create a use case for getting the storage quota for a dataset, as described in https://github.com/IQSS/dataverse/issues/11987.

This will be used for display in the Upload File page in the frontend: https://github.com/IQSS/dataverse-frontend/issues/897
