Add the package down webpage to the GitHub source after merging the package documentation branch into master.

This generates a docs/ directory containing a website. Your README.md becomes the homepage, documentation in man/ generates a function reference, and vignettes will be rendered into articles/. Read vignette("pkgdown") for more details and to learn how to customise your site.

@ssmithClimate and @bpbond I've added a package down manual and created an example vignette for HIRM. Could you check out https://jgcri.github.io/HIRM/index.html and let me know if you think that this will address the editor's concerns about not having enough documentation?
