Non-incremental builds start julia without a sysimage, so the `sysimage` keyword expands to `native` there, and Julia 1.13.0 stores the keyword itself in the image it builds, so the second stage (which loads the corecompiler image with the same flag) fails with a CX16 error (JuliaLang/julia#63220). Query the concrete target of the base sysimage in a fresh process and pass that to the child processes instead. A fresh process is needed because `Sys.sysimage_target()` reports the most recently loaded image and is overwritten once any package image is loaded.
