2019.3.0f6 Wrong motion blur on objects that is attached to the camera

The motion blur effect works incorrectly on objects that is attached to the camera.

To resolve this issue I disabled "DrawCameraMotionVectors" function from MotionVectorRenderPass.cs.
After that I completely removed Camera motion vector calculation and it worked as I expected.
