Update outdated parts of Dataverse API

Some parts of the Dataverse API are obsolete since publishing/uploading is done in the space-data repo.
Also, in places with errors, an exception should be raised in addition to including it in the LOGGER.

Do we still want CLI now? If so, we should document it. Otherwise, remove the module from the codebase.
