Is CheckTracker actually implemented anywhere?

The extratio plugin first pushes an event called CheckTracker and checks if there's an answer. If not, it tries to figure out if a tracker is private or public via regexes.

I can't seem to find CheckTracker being implemented anywhere, though, not even in 3rd party plugins in other repos. So I'm wondering why this call is made? A suggestion for us to develop a custom solution if we want to? Does someone actually use it?

I ask because I'm doing some customisations on rutorrent's code, adding more conditions for extratio and the like, but I'm not sure what to make of CheckTracker :)
