migrate "Source Release For hyrax-dependencies" from wiki to this repo

The documentation for making a new release of Hyrax-dependencies is described on the old wiki here: https://docs.opendap.org/index.php/Source_Release_For_hyrax-dependencies

The old wiki page has been retired. We should move that into this repo so that its build with GH-pages. This will keep the code and its documentation self contained within this repo.
