Stop installing ANT on our el9 image.

• We don't use ANT (It's used upstream in the OLFS build)
• We don't need ANT here.
• Installing ANT means we have to install all of the JRE-8 stuff because ANT is stuck at Java 8 and so it' ridiculously big.

Make it go away!
