[Bug]: Cannot connect to network after changing to WPA2-Personal > WPA3-Personal > WPA2-Personal

What happened?

I tried to increase my wifi security by upgrading the protocol to WPA3-Personal. I later learned that HeliPort doesn't support WPA3-Personal so I change it back.
However, ever since then I'm unable to connect to my network. The network is not saved Heliport or the Keychain.
It doesn't want to connect even if I make the network fully open/public without password.

Steps To Reproduce

1. Setup a WPA2-Personal wifi network and connect to it
2. Change the security to WPA3-Personal while keeping the same password - results in error "Encryption type unsupported: Personal"
3. Rollback to WPA2-Personal while keeping the same password
4. The Heliport doesn't want to connect with the same error as 2)

   2.4. preferences.plist
3. Changing the password
4. Removing the password
