Add a new option to size engine differently

Desired capability or behavior.

GASP parameter JENGSZ has the following options:

0, size engine for cruise only
1, size for cruise and takeoff
2, size for cruise and takeoff and climb requirement
3, size for cruise and climb requirement
4, engine thrust specified; (input KNAC = 2) only if NTYE = 7.

It is recommended that Aviary provide some of those options.

I am going to tag this with the rare wontfix because I don't think this variable works well with how Aviary is supposed to be used. To implement in Aviary we would need to add dymos constraints based on this variables setting, probably inside each engine's builder (add_constraints()) is an available method there. The problem is, with how free-form Aviary missions are, where those constraints should be applied is not clear. What if there are multiple climbs, cruises, etc., or if this mission doesn't even have one?

I won't close this issue because the JENGSZ options may be important to consider when we get around to finishing the Performance subsystem, which would let the user define specific flight conditions the aircraft must be able to meet

JENGSZ should probably be added to the list of not converted variables (gasp_deprecated_vars in gasp_defaults.py) in this case
