Add a new variable for take off

Desired capability or behavior.

GASP has the following variable:

• XTORQ: required takeoff distance to clear 35 ft; input if JENGSZ=1 or 2 (99999.)

It is recommended that Aviary implement these feature.

It would be nice to update the 2DOF takeoff phase to be able to take into account obstacle clearance. I'm not sure if we will want to use this specific variable or not, but I support adding that feature in general
