Bump the version

This bumps the version to 0.20.0. This is part of a new versioning
change that is designed to follow the Azure Storage Python SDK's
versioning. The major/minor version (0.20) will follow the SDK's
version number, while the patch version (0 in this case) will be
maintained by us.
