[BUG] Cannot enter custom model name into Model Combo Box

Problem (one or two sentences)

Models which aren't explicitely listed in the settings cannot be selected (e.g. newly released models of a provider) since typing a custom model name into the model combo box is not possible. For example the Mistral provider works with the latest devstral 2 models (same API) but it's not selectable. The same is true for any provider that doesn't support automatic listing of the available models.

Open Settings > Providers
Create a new Configuration Profile
Select an API Provider, e.g. Mistral
Try to modify the Model Combo Box with a custom model e.g. devstral-small-latest

Expected result

can type any text (model name) into the combo box

I've analyzed this issue and here's my proposed implementation plan:

Root Cause

In ApiOptions.tsx (lines 784-843), providers with static model lists (like Mistral, Anthropic, Gemini, etc.) use a simple Select component that only allows selecting from a fixed list of predefined models. Unlike providers that use the ModelPicker component (like OpenRouter, Requesty, Unbound), these static providers don't support typing custom model names.

Proposed Solution

Replace the generic Select component for static provider models with the existing ModelPicker component. The ModelPicker already supports:

1. Displaying a list of predefined models
2. Searching/filtering through models
3. Entering custom model IDs that aren't in the predefined list (this feature exists at lines 237-243 in ModelPicker.tsx)

Changes Required

1. Modify ApiOptions.tsx: Replace the Select component (lines 786-817) with a ModelPicker component for static providers
2. Update props: Pass the appropriate models, defaultModelId, modelIdKey, and serviceName props from the provider config

Affected Providers

This change would enable custom model input for: Anthropic, Bedrock, Cerebras, DeepSeek, Doubao, Moonshot, Gemini, Mistral, OpenAI Native, Qwen Code, Vertex, xAI, Groq, SambaNova, Z.ai, Fireworks, Featherless, MiniMax, and Baseten.

Benefits

• Consistent UX across all providers
• Users can use newly released models without waiting for Roo Code updates
• Reuses existing, well-tested ModelPicker component

Opened a PR with my attempt at addressing this: #10230

The change replaces the static Select component with the ModelPicker component for all providers with predefined model lists. The ModelPicker already supports custom model input through its search field, so users can now type any model name (e.g., "devstral-small-latest" for Mistral).
