client side timeouts and backoff

In follow up, we need the following timeouts:

• Each set of repeated calls to a sync____ script, should timeout after 2 minutes of failing to gather all expected data elements.
• The entire exchange should timeout after 10 minutes from the first call to assignUser, if the last call to syncMatch is not complete.
• For each set of repeated calls to a sync____ script, the period between calls should follow a Fibonacci back off where whole integers = 1 second.
