Users not able to add tag-enforced websites and get feedback

We should create an "Add websites" page that enforces tags and gives users feedback on whether their site will show up or not

Success criteria

This page is a success if it solves these issues:

• Sites don't reliably show up in iframe #12
• Users can add URLs without assigning tags #25
