Ruff is great, but worth using ruff over black?

It's nice to just have to track one set of rules. I'm fine with the idea of moving everything gradually to Ruff if we think it's better though.

I don't care one way or another. ruff is nice with uv, but we're not going to get to the point where we're actually using uv all of the time in our other docassemble projects, so I'm okay with switching this to black eventually.

Just will leave this as a placeholder then, until we make a decision about ci stack across all projects. doesn't need to change here for now.
