filter for location / court list?

Some way to help the user locate the court they want to file in.

• This needs jurisdiction-specific help text fields
• Geocoding the user is a key step
• Every state has at least one large county that subdivides into multiple specialty courts. Help text might be all we need for specialty courts
• Might want flexible rules to match certain jurisdictional boundaries

Note: user always needs a way to override our automatic selections.

There is some tiering in Tyler's data: root court.

There's a risk in making things too specific to a single jurisdiction

What goes into court selection/venue?

• Location
  • Town
  • County
  • Arbitrary geographic boundary
• Subject matter of the dispute
• Amount in controversy or seriousness of e.g., criminal charge
• Stage of the case (appellate, trial)

Can we have a way for the court/legal aid program for that state to keep a set of rules for jurisdiction up to date, and is this filter idea universal enough to express all of the rules?
