Quality.available indicates whether a quality is available for playback. It can become false when there's a problem with the quality, for example when it is temporary offline.
The UI should not allow selecting qualities that are unavailable. We should grey out such qualities in our menu, and possibly even add a tooltip to explain why the quality can't currently be selected.
