Create Makefile for installation

A Makefile could install the scripts to /usr/local/bin/ or /opt/firewallblockgen/ directories.

Additional options could...

• ...install the iptoasn-webserver dependency as a local service.
• ...install and configure a local web server that could serve the a locally cached https://iptoasn.com/data/ip2asn-combined.tsv.gz file.
• ...configure a service to periodically update the locally cached https://iptoasn.com/data/ip2asn-combined.tsv.gz file.
