[FEAT-UI]: Create UI for the Consequences Run Input

• create the page where the user will select the final input to then run the module
• inputs may be defined here: https://github.com/HydrologicEngineeringCenter/go-coastal/tree/main
• runs on every reach

Input includes:

• eurotop output (which is a hydrograph) - which set do they want, dropdown select of eurotop outputs
