When Steam Input is disabled for a game, the game can use the controller directly with its native support. This is necessary for things like native DualSense haptics and adaptive triggers.
However, when the Steam Overlay is opened, controller inputs are still sent to the game while also being handled by the Steam Overlay.
For example, if I open the overlay and navigate it with the DualSense, the game continues to react to the buttons and sticks in the background.
This also happens on Windows, so it does not seem to be specific to SteamOS.
I would expect the Steam Overlay to take exclusive control of controller input while it has focus, even when Steam Input is disabled for the game.
This is particularly problematic with the DualSense because disabling Steam Input is often required to get native DualSense features working correctly.

Expected:
When the Steam Overlay is open, controller inputs should only be handled by the overlay. The game should not receive controller input until the overlay is closed.
Actual:
The Steam Overlay receives the controller input, but the game continues receiving the same input at the same time.
Steps for reproducing this issue:
- Connect a DualSense controller.
- Launch a game with native DualSense support.
- Disable Steam Input for that game.
- Start the game.
- Confirm that the controller works normally and that native DualSense features work.
- Open the Steam Overlay.
- Navigate the overlay using the controller.
- The game continues responding to the controller inputs while the overlay is open.
- Close the overlay and the controller continues working normally.
