public facing profile layout shifts on loading

Problem description

widgets' paddings (and border radiuses) aren't loaded initially (see image) causing a layout jump during loading

Steps to reproduce

reproduce by refreshing any public user profile (both logged in or out)

Expected result

when I visit a bio page I expect no layout shifts or border radius transitions

Actual result

initially paddings, background colors and border radiuses don't seem to exist, they come in a split second later:

• paddings appear for all widgets
• widget background colors appear
  after that border radiuses are transitioned from 0 to whatever for all widgets
