Epic - Compatibility with disabled feature flags

The theme is designed to work with a lot of feature-flags and all kinds of combinations of those. However, there are some areas of the theme where features always being enabled is expected which makes for a poorer UX for those using the theme without all features behind flags enabled, and should be addressed.

Goals

• when the Pop-In feature is disabled in the Network Options the amnesty-core/pop-in block is not registered in PHP, but in JS where it lacks a title property which triggers a console warning in the block editor: The block "amnesty-core/pop-in" must have a title.
• once a feature in a CMB2 group in the network options is enabled it is impossible to disable all of them again since that results in an empty array that will not be POSTed to the server which makes it impossible to store an empty value.
