Investigate why round robin review assignment didn't work

It's something about the people listed not being "collaborators" (it's in my github notification email pile somewhere and I will try to dig up the error).

I'm not sure it's worth round robin review on this repo because the scope is so wide and the volume is so low...every PR is very much different with respect to its scope and complexity at this point.
