For a public language repo this is the highest-value translation target: the spec is what a newcomer reads first.
Scope: one PR (or a few) translating the spec documents. Terminology must stay consistent with README and ROADMAP translations (single glossary).
Proof: no Cyrillic left in spec/; internal cross-references still resolve.
