XML Encoding Missing from SVG Icons

It looks like the "<?xml version="1.0" encoding="UTF-8"?>" is missing from the SVG icons. As a result, the icons don't render properly in my WordPress media library. Is there a way to fix that?

Here's what I mean. The icon is not showing in the media library. However, the icon to the right of it which is from Lucide shows.

Edit: I just realized the XML tag didn't show in my initial post. Woops.

Looking at things more, it appears the XML encoding is missing when you download the SVG icon from the website.
