Packages do not install

Description

I am unable to install plist-converter package.

Steps to Reproduce

1. This is a fresh install of Atom on a new MBP running Monterey
2. cmd-,
3. Click +Install
4. search for plist
5. click install

Expected behavior: plist-converter should install

Actual behavior: nothing, I waited for over 30 minutes (confirmed internet connection etc) and it did not install. The button has the moving bars, but it is not installing.

Reproduces how often: I restated the computer, same effect. I gave atom full disk access in system prefs., same problem. I suck at digging into the console but I did that looking for any error that atom was throwing, but a searching for atom only showed messages from
CVDisplayLink
CVXTime

I tried apm install plist-converter from the command line (apm help works) and it's been stuck here for over 10 minutes now
~ % apm install plist-converter
Installing plist-converter to /Users/dahilles/.atom/packages

I opened a new terminal and tried it with sudo, same thing.
