[IDEA] Reduce usage of unnecessary icons

Although adding icons makes this app visually attractive, they can also become just visual noise especially for a government website.

For example, by looking at the image, our peripheral view will steal some of our focus instead of just finding the service we need.

I think we need to use icons only when they are necessary such as:

• make CTA more noticeable
• simplifying long text especially in smaller screens
• universal actions(CRUD)
• indicate state changes
• others that I have missed
