Problem:
The concern with the current form is its flexibility and inconsistent formats, which may lead to confusion.
Idea:
Create a form that accepts inputs necessary to fill out a PDS, with information such as guides and examples of what may be allowed. Then there will be an export version, can be the final PDF or an Excel.
The exported data, instead of having different sheets, it should be continuous; but for this to be acceptable, it should be presented to Civil Service Commission. The current guide in the PDS when there are exceeding data, from the given form, it should be placed on a separate page/paper.
Solving Privacy Issues:
If there is an issue on data privacy, bettergov.ph does not need to store personal data, the exported excel can be re-uploaded and read by the proposed idea, then the information maybe automatically inserted to the form fields, and continue to update again, and then export.
Benefits:
The exported file will be flexible while maintaining the original PDS template, to maximize space. Parts of the PDS should only show at least one (1) blank row; If there are more data like the Certificates/trainings/seminars, then it should automatically extend more rows. Lastly the output should be more consistent to the indicated formating like dates, Y/N or Yes/No, clear data to be inputed such as the volunteerism/civic involvement, what are the guidelines there? What are acceptable, what are not? are there Frequestly asked questions? This form is in hope to be able to solve it.
Inner thoughts
Sometimes the concept of "palakasan" or padrino system happen other people may have the correct information from the insider or part of the system. Other people with no connection within the system only base their documents from the publicly available data, which are sometimes vague impose a lot of questions. The questions unanswered leads to possible incorrect application documents submitted; resulting to being rejected or not being notifed at all.
This form should give better chances that people even with no connection to the government office may have independently submit requirements which are acceptable and have equal opportunity among other applicants.
